Threshold for social care

Threshold between high Level 3 and Level 4: Complex needs requiring multi-agency support become abusive requiring protection or a social work led assessment when:

The carer’s ability to parent or protect is so compromised by their own needs, lifestyle or environment that they are not meeting their children’s developmental needs and this is having a significant or persistently harmful/neglectful impact on that child.
